Strengthening National Evaluation Systems

The Strengthening National Evaluation Systems (SNES) project is one of IDEV’s initiatives under its Evaluation Capacity Development (ECD) portfolio. It is a project funded by the Government of Finland and implemented by the AfDB.  The aim of this project is to strengthen the respective national evaluation systems of Tanzania and Ethiopia.

The 6-year project piloted in Ethiopia and Tanzania, commenced in January 2014 is aimed at improving the supply–side of evaluation in Africa. The project seeks to address the supply of evaluations by working with national ministries, departments and agencies in these countries to 1) achieve evidence/evaluation based decisions across government including budget and big national investments programs; and  2) improve the delivery of services in the public sector.

Achievements

  • Two diagnostic assessments of the Ethiopia National M&E System were conducted at the Federal (in 2014) and regional (in 2016) levels, which provided inputs to the development of National M&E Policy in Ethiopia. The policy was approved by the Council of Ministers in November 2017.
  • Two evaluation trainings held for national M&E practitioners in Tanzania and Ethiopia in August and September 2014 respectively on the core basics of monitoring and evaluation and an in-depth training on impact evaluation for 29 evaluation practitioners.
  • Four Ethiopian and two Tanzanian evaluators participated in four evaluations carried out by IDEV to gain hands-on experience.

Project Status 

Ethiopia

In Ethiopia, the National M&E policy has been approved and accepted by the Council of Ministers. Following up on the adoption of the policy the Evaluator –General has undertaken a mission with key ECD team members to engage with the Government to discuss and fine-tune further support actions. Subsequently the 2018 work  plan has been agreed and IDEV with support from the AfDB Ethiopia Country Office is facilitating the roll out of activities.

 Tanzania

In Tanzania, the government has reorganized its Monitoring and Evaluation institutions with the Planning Commission of the Ministry of Finance being the lead national partner for the project.  IDEV and the Planning Commission have developed jointly the 2018 work plan to further support strengthening of the Tanzania national evaluation system.
