Throughout September 2019, an IDEV team carried out a series of field missions across four countries - Morocco, Mozambique, Rwanda and Senegal - as part of its ongoing evaluation of mainstreaming green growth and climate change into the Bank’s policies and operations. The purpose of the evaluation is to help the Bank contribute to development effectiveness in these areas.

This report presents the key findings from the evaluation of a cluster of nine agricultural value chain interventions by the African Development Bank over the period 2005–2016. The nine case studies were conducted as inputs to the formative evaluation titled “AfDB Support for Agricultural Value Chains Development: Lessons for the Feed Africa Strategy,” which was completed in December 2017.

This report is based on four components: (i) an analysis of the various documents available; (ii) interviews with the key actors; (iii) field visits; (iv) direct observations at water supply points and latrines; and (v) a mini-survey conducted among the programme beneficiaries. The analysis is essentially based on a comparison between the current and pre-project situations.

This country case study of Rwanda is one of a series of case studies that have been undertaken as part of an independent evaluation commissioned by the African Development Bank (AfDB) of the AfDB’s Policy Based Operations (PBOs). The aim is to support policy and institutional reforms that promote economic growth and poverty reduction. PBOs include balance of payments support, sectoral adjustment lending to support reforms in specific sectors, policy based lending for governance, general budget support, and sector budget support. This evaluation has been designed to examine the application of PBOs used by the Bank over the period 1999–2009.
