Evaluation Team

The evaluation was conducted by James Adams, Lead Consultant, with contributions from Richard Stern, Knud Anders Rasmussen (international consultants who focused respectively on Infrastructure and Governance), and Zephaniah Samwel Oyier, local consultant. The evaluation was guided by Seetharam Mukkavilli, Chief Evaluation Officer with the support of Akua Arthur-Kissi, Research Assistant.

Objective

The purpose of the evaluation is to: i) assess the relevance and performance of the Bank’s key strategic interventions in Kenya; and ii) identify lessons and areas for improvement. It focused on the core engagement areas of the Country Strategy papers (CSPs), namely infrastructure (Roads, Water Supply and Energy), agriculture and environment, social sectors and emergencies. It also examined cross-cutting issues including, governance, regional integration, gender, and environment.
