This study aimed to (i) make an independent evaluation of the outcomes of the Bank’s development assistance in Morocco over the period 2004–2014; (ii) examine the causes and factors of success and failure; and (iii) make recommendations for potential improvements. The evaluation was based on the criteria of relevance, effectiveness, efficiency, impact and sustainability, and spanned slightly over two successive CSPs. It is worth noting that the evaluation only partially covers the current CSP which establishes the framework for the Bank’s intervention for the period of the CSP 2012–2016.
The report’s analysis focused on the formulation of CSPs and their implementation and integration of sector-specific and cross-cutting issues, in line with the Bank’s recommendations and strategic guidelines. The evaluation should enable the preparation of the Bank’s future CSP in Morocco, the enhanced operationalization of the Bank’s TenYear Strategy (2013–2022) and the achievement the objectives of the Bank’s High Fives.
