Independent Development Evaluation (IDEV) at the African Development Bank (AfDB or “the Bank) is undertaking an evaluation of the Bank’s strategies and programs in Angola for the period 2011 - 2020.
This evaluation covers two Country Strategy Papers, namely the 2011-2015 and 2017-2020 cycles. The Bank’s program for Angola for the period under review comprises 25 operations, including two private and 23 public operations, amounting to USD 2.53 billion (UA 1.8 billion).
The objectives of the evaluation are:
- To provide credible evaluative evidence on (i) the development results of the Bank's engagement in Angola and (ii) how the Bank has managed its presence and engagement in Angola, over the period under study;
- To identify the factors that influenced the Bank’s performance over the two strategy periods, in particular the period before and after Angola graduated to Middle Income Country status and became eligible for (non-concessional) ADB resources only; and
- To identify lessons and recommendations from the performance to inform the design and implementation of the next strategy of the Bank for Angola.
The methodology will be informed by existing international guidance, including the OECD DAC evaluation quality standards and principles and the Evaluation Cooperation Group guidance for country strategy evaluations and private sector evaluation. The evaluation team will look at the relevance, efficiency, effectiveness, and sustainability of the Bank’s overall program and individual projects in Angola over the period. The data collection will rely on a variety of different methods including a literature and document review, remote interviews and focus group discussions, project results assessments, and a stakeholders’ participation survey.
A theory-based design will be used to assess what results were achieved, but also how and why the results were or were not achieved. The assessment of results will be carried out at three levels – the project level, the sector level, and the strategy level. The evaluation will produce a technical report, sector analysis summaries and a final summary report, which is scheduled to be presented to the Board of Directors’ Committee on Operations and Development Effectiveness in October 2021.
