ONGOING: Evaluation of Loan Syndication at the African Development Bank Group

IDEV is currently conducting an independent evaluation to provide the Bank with evidence-based knowledge on the performance of its loan syndication and distribution. Loan syndication and distribution is the process of involving a group of lenders in funding various portions of a loan for a single borrower, to spread the risk of financing a project. 

The evaluation aims to facilitate learning at the Bank on loan syndications and distribution. Specifically, the evaluation seeks to assess the effectiveness and efficiency of loan syndication operations at the AfDB and draw lessons and recommendations towards improving the present and future syndications operations' effectiveness.

This evaluation covers the period between 2008 and 2018 and will assess the syndications operations undertaken during this period, as well as the existing guidelines and processes, the portfolio and development results.

The evaluation will use mixed methods and tools to respond to specific questions based on the need of the primary users of the evaluation, in line with the operating guidelines approved in 2008.  The evaluation will also review the internal capacity and readiness of the Bank to enter into effective partnerships to achieve its corporate goals, taking into consideration process changes made by the Development and Business Delivery Model.
