Evaluation of Policy based lending in AfDB, 1999-2009 - Case Study: Botswana Economic Diversification Support Loan

This case study forms part of the evaluation of policy based lending in the African Development Bank (AfDB) from 1999 - 2009. It is one of four case studies of specific operations that have been carried out as part of the evaluation: 1) Botswana Economic Diversification Loan (approved 2nd June 2009). This is by far the largest PBO over the evaluation period representing about 22% of the total value of PBO approvals between 1999 and 2009, and is now the largest loan ever made by the Bank. 2) Nigeria Economic and Power Sector Reform Programme (approved 1st October 2010). This is the largest sectoral operation in Sub-Saharan Africa. 3) Egypt Financial Sector Reform Loan (approved 26th July 2006). This is the largest sectoral operation over the evaluation period and was at the time the largest loan ever made by the Bank. 4) Democratic Republic of Congo Emergency Programme to Mitigate the Impact of the Financial Crisis (approved 1st May 2009). This is a major recent operation in a fragile context.

Unlocking the Potential of Africa’s Sub-Regions - Review of Bank Group Assistance to Sub-Regional Development Banks

This review by the Operations Evaluation Department (OPEV) of the African Development Bank (ADB) set out to evaluate the Bank Group assistance to Sub-regional Development Banks during 1998-2008. That assistance included lines of credit (LOCs), equity participation, and technical assistance (TA). The review covered three out of the four sub-regional Development Financial Institutions (DFIs) that benefited from Bank Group assistance.

Towards purposeful partnerships in African agriculture

This report presents the results of a major evaluation of support to agriculture and rural development in Africa provided by two institutions: the African Development Bank (AfDB) and the International Fund for Agricultural Development (IFAD). The evaluation set out to review the experience of the two institutions in a region where major changes are taking place. It carefully assessed their relevance to Africa’s needs in the area of agriculture and rural development, and also reviewed their performance, including the performance of their sector partnership. However, the overriding aim throughout was to draw useful lessons and develop sound recommendations to assist the two institutions to move forward, and in particular to consider how they might work more closely together to greater effect.

Evaluation of Policy Based Operations in the African Development Bank, 1999-2009

This evaluation assesses the African Development Bank’s (AfDB) use of policy-based operations (PBOs) over the period 1999-2009, during which 120 PBOs totalling UA 6.1 billion were approved, representing 31.3 percent of total AfDB approvals and 21.8 percent of total African Development Fund (ADF) approvals. The evaluation examines how effectively the Bank has used PBOs to support national development objectives, with a focus on the Bank’s policies and procedures for PBOs. The evaluation is based on a review of literature and comparative experience with PBOs in other development agencies, a review of the Bank’s institutional and policy framework, six country case studies, and four case studies of other significant operations.
