Given the importance of partnerships for the Bank, IDEV is for the first time undertaking a comprehensive thematic evaluation of the Bank’s partnerships. This Evaluation Synthesis on Partnerships constitutes the first phase. The purpose of the evaluation synthesis is to facilitate learning, both within and outside the AfDB, by broadly assessing the knowledge accumulated in recent years on the development effectiveness of partnerships and donor coordination activities.
The African Development Bank Group (AfDB, or “the Bank”) undertakes self-evaluations of its public sector projects through Project Completion Reports (PCRs) prepared by the appropriate operations departments at the end of the project cycle. Independent Development Evaluation (IDEV) subsequently reviews a sample of these PCRs on an annual basis and produces a Project Completion Report Evaluation Note (PCREN) for each PCR reviewed as well as a synthesis report on the yearly PCREN cohort.
To ensure that its projects do not have negative impacts on people or the environment, the African Development Bank (AfDB or the Bank) adopted an Integrated Safeguards System (ISS) in December 2013 to promote growth that is socially inclusive and environmentally sustainable.
Given the emphasis placed on Public-Private Partnerships (PPPs) as a means of closing the continent’s infrastructure gap and promoting social and economic development, Independent Development Evaluation (IDEV) at the African Development Bank (“the Bank”) conducted an evaluation of the Bank’s utilization of its Public-Private Partnership mechanism over the period 2006-2017.

IDEV produced an independent Project Completion Report Evaluation Note (PCREN) for each project as well as a synthesis report on overall PCREN results.
