Nigeria: Evaluation of the Bank’s Country Strategy and Program 2004–2016

The Nigeria Country Strategy and Program Evaluation (CSPE) was being undertaken by the Independent Development Evaluation (IDEV) as part of the Comprehensive Evaluation of the African Development Bank’s Development Results (CEDR). Nigeria is the Bank’s largest country of operation in West Africa and has one of the Bank’s most diversified portfolios, as it covers a wide variety of sectors. The assessment considers projects implemented during the period of 2004-2016 in addition to some projects approved in 2003, amounting to approximatively 2.3 billion UA. The goal of the Nigeria CSPE was twofold: (i) to serve as  an important building block of evidence for the CEDR and (ii)  to inform future programming in Nigeria, and indeed in other countries in the region where the Bank is active with a similar program.

The evaluation reviewed 52 lending and non-lending projects in the Bank’s program for the Nigeria private and public sectors. These include 45 national projects, including 23 private and 22 public sector projects, and 7 multinational projects.  

The evaluation was guided by the OECD‐DAC Criteria for International Development Evaluation, focusing on the relevance, effectiveness, efficiency and sustainability of the Bank’s interventions. In order to allow for an assessment of the Bank’s organizational effectiveness, this evaluation  also assessed the Bank’s management and operating practices, including the adoption of cross-cutting themes, design and delivery mechanisms, and management for results, and how these have contributed to the achievement of results. It also draw on different sources of information (such as desk reviews, consultation with key stakeholders, and field visits), and will use both qualitative and quantitative analytical methods.
