The African Development Bank’s (AfDB or “Bank”) Private Sector, Infrastructure and Industrialization Complex (PIVP) and Independent Development Evaluation (IDEV), co-hosted a knowledge-sharing event entitled « Learning from Action » on 30 October, to discuss ways to boost private sector involvement in Africa’s development.

The objective of the Private Sector Environment (PSE) Cluster Evaluation was to assess the relevance, effectiveness, efficiency and sustainability of the Programme Based Operations (PBOs) of the AfDB that focused on the PSE. The AfDB conducted these PBOs in five countries (Egypt, Ghana, Mali, Morocco and Seychelles) between 2012 and 2017. This report synthesizes the key findings of the evaluation and draws relevant lessons for the future design and management of PBOs by the AfDB.

The evaluation of the energy governance cluster Program Based Operations (PBOs) is one of seven components of a broader evaluation on the use of PBOs by the AfDB in 2012-2017. This evaluation examines eight PBOs focused on energy, which the AfDB approved and implemented in five countries (Angola, Burkina Faso, Comoros, Nigeria and Tanzania). The objective of this cluster evaluation is to assess the relevance, effectiveness, efficiency and sustainability of the eight PBOs, synthesize the results and draw relevant lessons for the future design and management of PBOs by the Bank.

This report presents the findings, conclusions and recommendations of the independent evaluation of Quality Assurance across the Project Cycle for both public and private sector operations of the African Development Bank Group (the Bank), during the period 2012-2017. The evaluation builds upon two stand-alone evaluations: (i) Quality at Entry and (ii) Quality of Supervision and Exit of Bank Group Operations. It also analyzes the quality assurance processes for compliance with the Bank’s Environmental and Social Safeguards (ESS).

The AfDB Independent Development Evaluation (IDEV) conducted an evaluation synthesis of Lines of Credit (LOCs) in response to a request of the Board for an independent review of the effectiveness of the Bank’s LOCs.

The objectives of the synthesis were to: (i) Identify good practices from the experience of the AfDB and peer institutions on the achievement of LOCs development objectives, and (ii) Draw lessons that could inform design, implementation and use of future LOCs.

Given the emphasis placed on Public-Private Partnerships (PPPs) as a means of closing the continent’s infrastructure gap and promoting social and economic development, Independent Development Evaluation (IDEV) at the African Development Bank (“the Bank”) conducted an evaluation of the Bank’s utilization of its Public-Private Partnership mechanism over the period 2006-2017.

This evaluation reviews the assistance provided by the African Development Bank (the Bank) to small and medium enterprises (SMEs) from 2006 to 2013. The evaluation assessed the relevance, additionality, effectiveness, sustainability, and efficiency of SME assistance operations, as well as the Bank’s approach to SME development. The exercise involved a combination of desk work, including review of all relevant documents from various sources, and field work, including missions to six countries (Ghana, Kenya, Morocco, Tanzania, Togo, and Zambia).
