Mr. Joseph MOUANDA - Chief Evaluation Officer

A statistician economist by training, Joseph Mouanda has worked with the Independent Development Evaluation of the African Development Bank Group for almost 17 years. 

Joseph conducts sector evaluations and project-level evaluations of AfDB funded Infrastructure (transport, power and water supply and sanitation) and Private sector operations. Joseph contributes to the development of IDEV’s guidance for project-level evaluation. Joseph also worked in evaluation capacity development and knowledge management. In 2005, Joseph won an AfDB corporate award of Best Web Coordinator. His latest assignment is about the evaluation of the African Development Bank’s support to the water sector (2005-2006). The evaluation covers the assistance provided by the African Development Bank Group in the form of infrastructure, knowledge and analytical work for water supply and sanitation (WSS) and the agricultural water management (AWM).

Prior to IDEV/AfDB, Joseph worked for six years in the Côte d’Ivoire Public Ministries as a long-term consultant in the Education and Vocational Training Sector, mainly with the Statistics, Planning and Evaluation Department. He also worked as a lecturer at the National Statistical and Applied Economic College (ENSEA) of Abidjan. 

Joseph holds a M.Sc. in statistics and applied economics and has also trained in development evaluation.
